Angelica Jongco is a Senior Staff Attorney on the Education Equity Team at Public Advocates. Through partnerships with community organizations, strategic policy advocacy and litigation, Angelica works towards ensuring all California’s students have an equal opportunity to learn and achieve their highest potential.
Angelica partners with grassroots organizations to provide California students and parents with the technical know-how to ensure that the biggest change to the state’s school finance system in the past four decades, a new law called the Local Control Funding Formula, results in greater equity and student success. With community partners, Angelica works to ensure school districts invest increased resources towards high-need students and meaningfully engage families and students in critical decisions. In addition, she is co-counsel in Community Coalition of South LA v. LAUSD, which recently resulted in a settlement to provide $151 million in new services to high-need students. She was also co-counsel in Campaign for Quality Education v. State of California, a lawsuit to enforce students’ fundamental right to education under our state constitution by requiring California to adequately and equitably fund its public schools.
She has contributed to several reports highlighting the need for greater oversight and charter school accountability, including Public Advocates’ report to curb the illegal practice of requiring parent volunteer hours at many California charter schools, a joint report with the ACLU on Unequal Access: How Some California Charter Schools Illegally Restrict Enrollment, and a report with the Center for Popular Democracy and ACCE profiling financial mismanagement at California Charter schools.
Prior to joining Public Advocates, Angelica practiced in the areas of civil rights, workers’ rights and immigrant rights.
